The U.S. Department of Justice has announced federal charges against a man accused of fatally stabbing a Ukrainian refugee on a North Carolina commuter train last month. The suspect, Decarlos Brown Jr., faces a serious federal crime that may carry the death penalty. The attack occurred on August 22, when 23-year-old Iryna Zarutska was riding a light-rail train. Video footage shows her taking a seat in front of Brown, who was seated behind her. Without any apparent interaction, Brown allegedly pulled out a pocketknife and stabbed her in the neck, leading to chaos as fellow passengers screamed and fled. The incident was captured on video, which has since been reviewed by investigators.
Brown has been federally charged with causing a death on a mass transportation system, a crime that carries a potential sentence of life imprisonment or the death penalty. Russ Ferguson, the U.S. Attorney for the Western District of North Carolina, stated that further charges might be added as the investigation unfolds. Decarlos Brown Jr. has a lengthy history within the criminal justice system, including a five-year sentence for robbery with a dangerous weapon. Earlier this year, he was arrested for making repeated 911 calls from a hospital, claiming he was being controlled by others. A judge subsequently released him without bail, despite concerns raised by his mother about his mental health. She sought an involuntary psychiatric commitment for him after he exhibited violent behavior at home, with doctors diagnosing him with schizophrenia.
As the investigation continues, the Mecklenburg County public defender's office has not provided clarity on whether a psychological evaluation for Brown was scheduled prior to the attack.
