On Sunday afternoon, several hundred people gathered outside the U.S. Immigration and Customs Enforcement (ICE) building in Portland to protest the Trump administration’s deployment of National Guard troops to the city. The atmosphere was charged as families, including children and grandparents, joined longtime protesters clad in typical “black bloc” attire, complete with ski masks and sunglasses. This gathering follows several months of demonstrations at the Portland ICE facility, highlighting the ongoing tensions surrounding federal immigration enforcement.
The protest featured an array of chants and the rhythmic sounds of bucket drumming, creating a vibrant yet peaceful atmosphere. Although the demonstration was largely uneventful, federal agents armed with long-barrel firearms patrolled from nearby rooftops, maintaining a tense presence. An armed escort of about two dozen agents moved through the crowd as vehicles attempted to navigate the area, effectively shutting down bus service and disrupting local traffic.
In the evening, tensions escalated as encounters between protesters and federal agents increased. Reports indicate that several protesters were struck with pepper balls when ICE agents tried to escort a vehicle into the facility. Notably, the protest also attracted around a dozen counterprotesters, marking a rise in opposition compared to previous nights, leading to verbal clashes between the two groups.
One protest organizer, identified only by her first name, Dina, expressed her deep concerns regarding the deployment. As the wife of a veteran, she described the decision to send the National Guard to U.S. cities as a “moral injury” to her husband. “We are not going to stand for people following illegal orders,” she asserted, emphasizing the protestors' commitment to exercising their constitutional rights.
The memorandum authorizing the deployment of 200 members of the Oregon National Guard to Portland stated that the troops were needed “to protect U.S. Immigration and Customs Enforcement and other U.S. Government personnel.” However, ICE has not responded to requests for comments regarding the demonstration. In a statement to OPB, Tricia McLaughlin, the Assistant Secretary for Public Affairs at the Department of Homeland Security, cited “weeks of violent riots at ICE facilities” and threats from domestic terrorists as justification for the increased federal presence. However, these claims have been disputed, as many contend that such violence has not occurred in Portland.
City and state leaders from the Democratic party criticized the Trump administration's decision to deploy the National Guard, arguing that the characterizations of Portland as a chaotic environment were inaccurate. Oregon Governor Kate Brown and other officials maintained that there was no need for federal troops. Conversely, prominent Republicans in Oregon supported the deployment, with House Minority Leader Christine Drazan labeling the claims of Portland's stability as “tone-deaf.” Lori Chavez-DeRemer, a former representative and now Trump’s labor secretary, lamented the city’s transformation from a “beautiful place to live” to what she described as a “crime-ridden war zone.”
In response to the National Guard deployment, Oregon and the city of Portland have filed a federal lawsuit, asserting that the Trump administration has overstepped its bounds and acted unlawfully. This legal action highlights the ongoing conflict between local governments and federal authorities regarding the management of protests and the enforcement of immigration laws.
