President Donald Trump will formally introduce the AI plan through a speech that highlights the significance of winning the ongoing AI race, which has emerged as a pivotal aspect of 21st-century geopolitics. With both the United States and China heavily investing in AI technologies, the competition is increasingly viewed as crucial for global leadership.
The newly released plan encompasses approximately 90 recommendations that advocate for the export of U.S. AI software and hardware to foreign markets. Additionally, it proposes a crackdown on state laws that are perceived as overly restrictive, marking a significant shift from the policies of former President Joe Biden. Biden's administration had implemented stringent measures to limit global access to key AI chips, which were seen as essential to maintaining U.S. technological superiority.
Michael Kratsios, who leads the Office of Science and Technology Policy, stated, "We are establishing a program led by the departments of Commerce and State to partner with industry to deliver secure full-stack AI export packages, including hardware models, software applications, and standards to America's friends and allies around the world."
While the Trump administration aims to enhance AI exports, it still faces challenges regarding national security. Former President Biden had expressed concerns that adversaries like China could exploit AI chips from U.S. companies such as Nvidia and AMD to bolster their military capabilities. Consequently, Trump had previously imposed restrictions on the export of AI chips to China and other nations perceived as potential threats.
Despite these concerns, Trump has rescinded several of Biden's initiatives, including an executive order aimed at fostering competition and consumer protection in the AI sector. He also overturned the AI diffusion rule, which limited the amount of American AI computing capacity that certain countries could acquire through U.S. chip imports.
During the unveiling of the AI blueprint, Vice President JD Vance emphasized the urgency of maintaining the U.S. lead in AI. He stated, “If we're regulating ourselves to death and allowing the Chinese to catch up to us, that's not something we should blame the Chinese for... that is something we should blame our own leaders for, for having stupid policies that allow other countries to catch up with America.”
The AI plan also includes provisions for fast-tracking the construction of data centers by relaxing environmental regulations and utilizing federal land to accelerate development. This initiative aims to streamline permits under the Clean Water Act and establish new exclusions for data centers under the National Environmental Policy Act.
In line with this, Trump is expected to incorporate several of the plan's recommendations into executive orders before delivering his speech, as reported by sources familiar with the administration's strategies. The former president directed his team to develop this plan earlier in January, recognizing the increasing demand for power to support the expanding AI and cloud computing infrastructure.
