Karandeep Anand, CEO of Character.AI, revealed to TechCrunch that the company is removing the ability for users under 18 to engage in any open-ended chats with AI. This decision reflects their commitment to prioritizing the safety of teenagers who use the platform. Open-ended conversations often involve unrestricted dialogues where users prompt the chatbot, leading to follow-up questions designed to maintain engagement. Anand believes this type of interaction poses risks for young users and deviates from the company's core vision.
Character.AI is pivoting its focus from being an "AI companion" to a "role-playing platform." Instead of engaging in casual chats with AI friends, teenagers will use specific prompts to collaboratively create stories or visuals. This strategic shift aims to transition user engagement from mere conversation to interactive content creation.
To enforce these new policies, Character.AI will phase out chatbot access for teenagers by November 25. The initial step will involve a two-hour daily limit on usage, which will gradually decrease until it reaches zero. To verify the age of users effectively, the platform plans to implement an in-house age verification tool that assesses user behavior, alongside third-party tools like Persona. In cases where these methods are insufficient, Character.AI will resort to facial recognition and ID checks.
This move is part of a broader initiative to enhance protections for teenagers on the platform. The company has previously introduced several features, including a parental insights tool, filtered characters, restricted romantic conversations, and notifications about time spent on the app. Despite these efforts, Anand has acknowledged that these changes have led to a significant loss of their under-18 user base, and he anticipates that the new restrictions may also be unpopular.
In a bid to evolve from a chat-centric app into a comprehensive content-driven social platform, Character.AI has unveiled a range of entertainment-focused features. In June, they introduced AvatarFX, a video generation model that animates images, along with Scenes, which offer interactive storylines where users can engage with their favorite characters. Additionally, the Streams feature facilitates dynamic interactions between characters.
In August, Character.AI further expanded its offerings by launching the Community Feed, a social space where users can showcase their characters, scenes, videos, and other creative content. Anand recognized that some teens may choose to explore other AI platforms, such as OpenAI, which still allow open-ended conversations with chatbots.

The company is taking these steps ahead of potential regulatory actions, as lawmakers like Senators Josh Hawley and Richard Blumenthal plan to introduce legislation banning AI chatbot companions for minors. California has already taken the lead in regulating AI companion chatbots, holding companies accountable for their safety standards.
Alongside these adjustments, Character.AI is committed to establishing and funding the AI Safety Lab, an independent non-profit organization dedicated to enhancing safety measures for future AI entertainment features. Anand noted the importance of focusing on safety in the evolving landscape of entertainment-driven AI, stating, "We don’t think there’s enough work yet happening on the agentic AI powering entertainment, and safety will be very critical to that."
