During his visit, Macron employed a strategy of praising, flattering, and gently cajoling the US President while addressing questions in the Oval Office and during a joint news conference. This approach, rather than direct criticism, is increasingly seen by global leaders as productive in dealing with the current US administration.
President Macron skillfully navigated a potentially challenging day in Washington without conceding or revealing too much. He emphasized the shared desire for peace between both countries and acknowledged the need for Europe to assume more responsibility for its own security. Despite gently correcting one of Trump's claims regarding Europe’s support for Ukraine, Macron agreed on the necessity for Europe to enhance its defense capabilities.
One notable concession made by Macron was acknowledging that President Trump was correct in re-establishing some form of relationship with Russia's President Vladimir Putin. This stance contrasts with the previous policies of London, Paris, and Berlin, which involved isolating Putin and imposing sanctions on Russian industries and individuals.
Macron proposed that European countries, including France and the UK, could lead efforts in ensuring the security of a post-truce Ukraine, potentially through air power and troops positioned away from the frontline. However, he stressed the importance of maintaining an American backstop. Despite these efforts, Macron did not secure a commitment from the US for support or criticism of Russia during his Oval Office meeting.
While Macron managed to bring Europe's voice back to the table, it is apparent that the goal of rekindling the close European-US relationship since World War II is not currently feasible. Hence, Macron has been advocating for a more strategically autonomous Europe, exploring ideas for combined European defense forces. This sentiment is echoed by Friedrich Merz, Germany's next chancellor, who believes Europe must adapt to the US's shifting stance under Donald Trump.
Merz has stated that his priority is to strengthen Europe rapidly to achieve independence from the US in terms of security. However, France, the UK, and Germany must recognize that not all European nations are antagonistic to the US perspective on Ukraine. The rise of far-right nationalist parties, particularly in Germany where the AfD gained significant support, indicates some European citizens are skeptical about the continent’s continued support for Kyiv.
Later this week, UK Prime Minister Sir Keir Starmer, closely coordinating with President Macron, will visit Washington to reinforce their stance on Ukraine. Like Macron, Starmer believes that his country’s special relationship with the US can facilitate discussions and garner attention. However, with the US currently in 'transmit mode' under Trump's leadership, there is limited room for European opinions.
This shift in dynamics underscores how serious the rupture in established alliances has become, as Europe now finds itself on the receiving end of America's assertive agenda.
