In the wake of the sign-stealing scandal involving Connor Stalions at the University of Michigan, a significant feud has surfaced between head coach Jim Harbaugh and the school's compliance department. This ongoing conflict has been highlighted in a recent NCAA report, which provides a detailed account of the tensions and a lack of respect for compliance protocols within the football program.
The NCAA's 74-page report paints a troubling picture of the Michigan football program, indicating a significant lack of oversight and control. The investigation revealed that Harbaugh and his staff had a contentious relationship with the compliance office, leading to actions that were often in direct violation of NCAA rules. "Harbaugh and his program had a contentious relationship with Michigan’s compliance office, leading coaches and staff members to act, at times, with disregard for the rules," the report states.
This disregard for compliance has resulted in severe penalties for Michigan football, including a four-year probation period, hefty fines that could reach tens of millions of dollars, and a lengthy 10-year show-cause order for Harbaugh himself. The report also noted that Stalions' illegal scouting activities, which occurred from 2021 to 2023, played a significant role in these penalties.
The NCAA probe revealed a football program that was often at odds with the compliance office. Elizabeth Heinrich, the executive senior associate athletic director and chief student development and compliance officer, faced significant challenges in her efforts to enforce the rules. Despite her attempts, the compliance efforts were often dismissed by the football staff. "The culture of the football program, however, was more powerful and won the day," the NCAA report concluded.
In interviews conducted by the NCAA, Michigan's athletic director, Warde Manuel, acknowledged the existing "tension" between the football program and the compliance office. Heinrich indicated that her authority was frequently questioned, stating that she was "perceived as a thorn in Harbaugh’s side." This perception further complicated the compliance efforts within the program.
The NCAA report details comments from a former coach on Harbaugh’s staff, Chris Partridge, who pointed out that many football staff members viewed compliance as a hindrance. One recruiting staff member went as far as to describe the compliance staff as "shitty at their jobs and actively working against us from the inside." Such statements illustrate the pervasive attitude towards compliance within the football program.
Furthermore, the NCAA investigation uncovered that in 2022, Harbaugh allegedly encouraged his staff to push boundaries in recruiting, suggesting they should "go up to the line and cross it if you have to." Heinrich confirmed that compliance education efforts were often initiated by her team, stating, "I can’t think of (a) time when we scheduled a meeting at football’s request."
Harbaugh's refusal to cooperate with the NCAA's investigation, including declining to produce necessary records, has contributed to his designation as a repeat violator. His previous four-year show-cause penalty for pandemic-era recruiting violations has compounded the consequences he now faces. Following the scandal, Harbaugh transitioned to the NFL, taking a position as head coach of the Los Angeles Chargers in January 2024.
As Harbaugh left, Sherrone Moore was appointed as his successor. However, Moore has also found himself embroiled in the NCAA's scrutiny. He received a one-game suspension in 2023 for recruiting violations and is facing additional penalties, including a two-year show-cause order and a suspension for deleting critical text messages. Currently, Moore is scheduled to miss Michigan’s 2026 season opener against Western Michigan.
